Job Summary:
The Engineering Program Manager is responsible for driving the various teams to deliver products and services to the market. This position is responsible for managing product releases, executing against the Product Development Plan, proactively mitigating risks, educating key stakeholders, customers and engineers and managing the development life cycle from inception to production launch. Projects may include internal product development, contracted R&D, quality compliance, or continuous improvement.
Essential Duties and Responsibilities:
Develop, maintain, and distribute (as appropriate) standard project management deliverables for the successful launch of new products and services, including implementation plans, project schedules, project budget and variances, issues & action items log, meeting minutes, risks assessment and contingencies.
Identify and apply metrics and Key Performance Indicators (KPIs) to establish consistent project standards and controls and create templates for project reporting. Evolves PMO processes as appropriate to improve performance.
Make recommendations for improved processes and controls and assists with implementing and institutionalizing related policies, and procedures.
Follow the Product throughout the Development Life Cycle and help coordinate issue resolution.
Coordinate the Development, Documentation, Integration/Test, and related cross-functional teams on all releases.
Apply engineering collaboration tools to set structure and monitor progress throughout the Development Cycle.
Monitor development and cross-functional teams to deliver on time and with the quality required.
Report program status during operational and management reviews.
Schedule and lead product maintenance releases as required.
Ensure project documentation is complete and in compliance with internal quality procedures, and support quality audits as required.
Ensure that completed designs are effectively transferred to production, supply chain, and service departments.
Assume responsibility and drive ownership for issue resolution, in areas such as on time product delivery, product quality, cost, and operations.

Requirements/Qualifications:
Education
Bachelor’s degree from an accredited institution
Experience
12+ years of Program and Project Management experience in a technology-oriented organization
Experience managing or supporting federal defense contracts
Project Management Professional (PMP) or equivalent experience required
Knowledge, Skills & Abilities
Proven track record of successfully launching software and technology products and services.
Strong program and portfolio management skills with the ability to work on and track multiple projects simultaneously.
Experience presenting to senior management.
Demonstrated ability to think creatively and strategically when implementing products and solving problems.
Knowledge of relevant software/systems such as:
- SE Linux, secure development, firmware, HW/SW systems solutions
- Data Communication protocols, collaboration tools (Jira, Confluence, Sharepoint)
Experience in Agile and Waterfall development is also desired.
Knowledge and/or understanding of operating under QMS standards and Quality certifications (CSQE, CQE) or experience with relevant quality management systems and industry standards (AS9100, ISO9001, electromechanical and secure development standards, CMMC, RTB, IEC62443)
Experience with or knowledge of requirements and expectations to deliver government contracts.
Excellent interpersonal skills and ability to communicate effectively with both technical and nontechnical individuals.

Candidates should be within driving proximity to one of Owl's offices (Columbia, MD, Morrisville, NC, Danbury, CT)
Candidate must be able to obtain/maintain a US Government Secret clearance
